A black Bond would be a stupid idea, both critically and commercially. The blacks have their own heroes in Django, Black Dynamite, Mandingo and Blade. Bond is ours. But plenty of other options might come up by the time it's 2017, since that's the earliest the producers will need to look for the next Bond.
