It depends on what WB and WAG want the focus on the Looney Tunes. Having other Warner owned characters might detract from the Looney Tunes. I would like to see the Animaniacs feature in the film.

Will they be shooting over 2 offseasons? Or just taking their time on the animated work?

Pretty sure they're just shooting well in advance cause of scheduling reasons. Disney does that all the time with their live-action movies these days and WB does it every now and then for their movies too.
