He should be the villain. If Reeves isn't using him then Suicide Squad is the perfect film to use the character.

I hope that this film is a massive hit. Disney firing Gunn over a Nazi rapist's political campaign against him was the most pathetic thing ever.

I doubt Deadshot will be back, I actually think a solo film would be good, a "smaller" budget ($80M range); could be part redemption, part survival as the sins of his past come back to haunt him and his family.

 

Anyway, there's a whole bunch of characters Gunn and choose from.

I am not sure you can bring Will Smith just by wanting him back like that too, specially with first one reception and the rumored asking quote he had on recent sequels (MIB, Inde-Day, etc...), it is really easy to get into this situation when not contractually locked big names are involved scenario:
