Fu-Manchu is not owned by Marvel. The character is owned by the Sax Rohmer estate.

History lesson: In the 70s and 80s, Marvel liked to license characters and properties, and integrate them into the main comics universe. Fu Manchu in Shang-Chi was only one example. The Marvel comics of Godzilla, Transformers and R.O.M.: Space Knight also existed in Earth-616 continuity. Red Sonja crossed over into Spider-Man when Marvel had that license, too.

While obviously not 616, Conan was in some What If issues too, so that at least put him in the Marvel Multiverse.

 

Machine Man's first appearance was in an old issue of 2001 A Space Odyssey!

 

Marvel still "integrates" universes and characters to this day. For example, I don't think we'll ever see Angela in the MCU, since she's still owned by McFarlane Neil Gaiman. But in the comics, she can easily hang out with Thor or join the GOTG or whatever.

 

edit: I just looked it up, and Marvel might fully own Angela now, so if they wanted, they could put her in the MCU

Wikipedia says Gaiman ended up with full ownership of Angela, then sold her to Marvel. I had watched a well-researched video series on comics in the 90s which claimed the settlement between Gaiman and McFarlane for Gaiman’s Spawn characters was 50/50, and the Wikipedia article for Cogliostro says just that. Maybe the initial court judgment in 2002 said 50/50 for all of them, but apparently their 2012 settlement did give Gaiman all rights to Angela (which are now with Marvel).

 

Short version: Angela probably can be in the MCU.

No love for The Micronauts.  Though they're a jumbled mess of rights issues.  Most were based on the toys (which Marvel no longer has any rights at all to), some were original characters (which Marvel has full and clear rights to, so they could show up in the MCU), and a few are original characters that had alter egos based on toys (so Marvel has rights to them apart from their alter egos).

Saw a couple of character details posted elsewhere... 

 

The first character we learned of is a “wise, old statesman,” who is “the leader of his people.” The studio is searching for an Asian actor between the ages of 40 & 60.

 

The second character is “one of the leader’s most skilled warriors.” The studio is searching for a female Asian actress, in her 30s or 40s.

The author suggests the first character could be Namor who would be introduced in the Black Panther sequel and while I do really like that idea, I don't think Mavel will go that old with Namor. So to me, these are most likely characters in Shang-Chi.
