I'm going to stick up for ERC here.  The point he's making is that pandemic or no pandemic, these Marvel films are still budgeted at the same amount.  Shang Chi and a lot of other Marvel films are around the same in budget and they are still spending a tonne of money promoting them.  So even though we all know the gross isn't going to be nearly the same, eventually, that is going to have to be reflected in the budget at some time.
