The results are in!

 

'Yes' has reached eight votes, meaning that if there's 14 potential voters, then 'yes' has reached the majority even if the other six all vote 'no.' This means that 'yes' has officially won the poll, so I'm going to add this rule to my franchise rights thread now. This means that players will be able to use franchises claimed by anyone who's been inactive for five game years or more.
