The simplest hard and fast rule is just that if the actors are conversing in English, then it doesn't count as foreign for this list.

But that does include dubbed films?

BTW except for the  a couple of the leads,  who were  Amereican actor, almost all the other roles in the Spaghetti actors were Italian.

(Though some of them actully used fake English language names for the supporting cast).
