Joker basically already went as high as any solo CBM could go in Japan not counting the original Spider-Man trilogy. Moviegoing habits also seem to have shifted in recent years there. Being a musical doesn't seem to provide as big a boost as before. There were several big musicals in recent years like The Little Mermaid or Wonka that didn't come anywhere close to Joker's numbers in Japan when they probably would have before the pandemic. Quote
