Fisrtshowing was not sure if this was the untitled Besson/Jolie thriller but the above link says it is. Firstshowing goes on to say it is an untitled big scale movie written and directed by Luc Besson, sounds very similar to Valerian. Another similarity is both have Jolie and that film is for 2013 as is this one.

I don't think Jolie was ever attached to "Valerian".It looks like somebody reporting about different Besson movies got mixed up.At the time Jolie was attached to a Besson action thriller that wasn't named (though it seems to have been "Lucy") and he was also attached to do "Valerian".It looks like somebody reporting on the projects got their wires crossed and then assumed the Jolie/Besson project was "Valerian" but I am pretty sure it wasn't.
