Should have released this earlier like in 2015.

That was impossible because they had to find a studio that was willing to help make and release a Pacific Rim 2. It wasn't a hit so nobody was clamoring to make the sequel.

The story I read...and I make no claim as to how accurate it is...is that the film got greenlit only after GDT left the project, since the Budget GDT wanted was a lot more than any studio was willing to risk on a borderline sequel, and after GDT walked away they got the budget down to a figure the they could find a partner for.

It was a surprise to most of the industry when a sequel was greenlit.

I thought that was the story behind him not directing Hellboy 3?

"The Mountains of Madness" was killed by GDT when could not get a 200 Million budget for it. There is a definent pattern of Del Toro walking away from a project if he could get the budget he wanted.

GDT's projects tend to end up being too expensive for executives to green-light and he hardly ever backs down regarding budgets apparently. Which makes sense I guess considering that he's known for his interesting visuals.
