It has some good moments, thanks to the precise direction and Sellers performance, because the story is dreadful. Basically, it's about a dumb guy being dumb and some people around him being even dumber. A LOT suspension of disbelief is required. To get the idea FINAL SCENE SPOILER the protagonist walking on water makes more sense than what happened before in the movie.

Some said it has plenty of humor, I strongly disagree, unless you think two people in an awkward situation has any humor value. I did chuckle once, though. 40/100
