I just figured it out, this movie is an allegory. Surly is the rodent Moses, he will take all the park dwellers to the promised land (Nutlantis) and Raccoon is the Pharoah, a ruler who does not care about the denizens of the park. The food being empty is a metaphor for the plagues that god unleashed.
