Thought it was actually better than the first, a suprise since this was direct to video.

It's not that unusual. Disney has actually made plenty of decent direct-to-video films, imo Lion King 2 is better than Lion King 1 for instance. Remember that Toy Story 2 was intended as a direct-to-video movie, and that's widely regarded as one of the best sequels ever.
