Or you know maybe he worked on it a little more in the last 9 months or so and realized a shorter cut is better and what is the first lie? The new cut is coming so he did not lie about it existing.

“What will happen is, we’ll screen [the theatrical cut] first with Sony, and then it has its run, and then the perfect thing is that [the director’s cut] goes to streaming, and we have four hours, 10 minutes,” Scott said

He lied it's gonna be 4 hours 10 minutes.

He's still in post-production of Gladiator 2, on top of producing and developing other projects, do you think he had time to drastically recut it again? The problem is 40 minutes won't turn this turd into diamond, just like it didn't turn Rebel Moon into something much better. Kingdom of Heaven was in a better shape in its theatrical cut, it was rough diamond which needed extra stuff and polish. This thing needs much more footage and complete recut, and it still won't fix many of its issues.

Bet they didn't want to spend more money on the CGI.

Reminds me how director's cut of Chronicles of Riddick wasn't a proper director's cut because Twohy had to cut unfinished scenes since Universal wouldn't spend money on finishing them.

He addressed it in the Total Film interview posted above:

When you spoke to us about Napoleon last year you mentioned a cut that ran 250 minutes. Is that extra footage still on the cutting room floor somewhere?

Yeah. We cut a four-hour version. So if this goes well… I think: why wouldn’t they [release] it? It doesn’t cost them anything. All you do is press a button. If you like the long version, then there’s a four-hour version. You’d have to [colour grade it], that would have to be done. You have to mix it. The four-hour version is always on the Avid, on the machine.

So it's not even real director's cut then? He just dumped whatever extra footage was more or less finished and called it a day. Color grading and mixing are not super expensive to be that greedy, unless he implies extra VFX work.
