I'm watching the Queen right now and they're showing footage from Diana's funeral and they just showed Spielberg, Hanks and Cruise. If a movie shows real life footage like that does that have to be cleared with SAG?

Probably not. For a news event like that, they may have had blanket release posters put along the route; basically saying something like, "By attending this event you agree to be photographed/filmed by etcetera." The film makers for THE QUEEN would be using whatever release was acquired by the original news agency (if any). It is possible that for such high profile names, they reached out to their respective managers or PR firms, though.
