JC is one of the biggest bombs in history, whereas WotT will at worst break even. A disappointment but nowhere near a bomb on the level of JC. If you simply compared WW totals, you could easily argue that WotT was a greater disappointment, because of the factors that you mention. But when the budget is considered, it's no comparision.
