Visually, definitely one of Burton's best. And the first two acts are great fun. I do think it rather falls apart at the end, though, when the plot gets in the way. No one really gives a damn about who's controlling the horseman and why. It would have been better to have left him as an uncontrollable and random force, IMO.

Sleepy Hollow is one of Burton best films, if not the best, in terms of visuals. One of the few Burton that doesn't fall apart in one of the acts. Only Burton with good action sequences. 

 

Sure, it's a bit empty, and those dream sequences doesn't amount much, but the good more than makes up for the bad.
