It is possible-has happened quite a bit as of late, now something of interest was in 1964-Mary Poppins, Becket and My Fair Lady all got 12 or more noms.

Also nobody guessed Hurt Locker in 2009 (even if it was tied with Avatar)

12YAS almost certainly gets the most noms, in my opinion.

Philomena: Picture, Director, Actress, Screenplay, Original Score, (maybe) Editing: 5 or 6

 

Saving Mr. Banks: Picture, Actress, Supp Actor, Screenplay, Original Score, Production and/or Costume Design: 6 or 7

 

American Hustle could go for 10+ nominations if it's really great and manages to score big in the acting cats. But at this point still can't say for sure.
