What do we do if we want the rights for something but someone has it and hasn’t participated in any of the years or active on the site for a while.

Also could one do a Supergirl movie?

The rule list in the Franchise Rights thread does state:

Quote

If a franchise is owned by a player unlikely to return, you can ask others for permission to take over the rights .

Thorny question. She hasn't been in a movie since 1984 but she did first appear in a Superman comic and is obviously intrinsically tied to him, so there's a solid argument to be made she's part of that franchise and ineligible.

However we have never seen any DC comics film do the milti-verse  so you could do Power Girl as she is Supergirl on a different Earth.

That  doesn't seem like ti would be too hard

The Power Girl route is probably the best way to go honestly. Having her literally just be "a lady in a female version of the Superman costume with essentially the same backstory" is infringing IMO.

Question 2: What if someone hasn’t been active in a while and hasn’t participated at all and has rights to something you want.

Elaborating specifics would make the question easier to answer

Just say what it is you want and who owns it.
