Reminds me a lot more of the books manic slapstick humor, which give it a pass for me, hopefully it has a charm.

Warner Bros made a Dr. Seuss short in 1942, but they didn't have permanent screen rights to the Horton character, or to Dr. Seuss's work.

 

A similar deal was probably made with the Ferdinand short.

My concern is that the story seems more suited to a 15 or 30 Minute short then a feature length film. There was a reason that Disney chose to do it as a short rather then a feature length film.
