EW did a feature on this back in early 2009, with re-votes for the ceremonies from five, ten, and fifteen years earlier (so, the awards for the films of 1993, 1998, and 2003).

 

Of the films that were nominated for Picture in '89, I'm guessing that it would either be Dead Poets Society or Born on the Fourth of July. However, if they were to expand it beyond the movies that were nominated, Do the Right Thing would have to be in the conversation.

It should be starting for scratch.  Any film released in 1989 would be eligible.  Also,  I just though out 25 years.  It should be at least 10 years to give a sense of perspective.
