It was directed by Justin Lin and the entire film was just people sitting around an abandoned building doing pretty much nothing

But it did, the safe scene and the Burj scene are pretty much on the same level. Fast Five just had more setpieces than just that one.

 

The chase through Brazil easily beats the chase through Dubai.

I was being slightly over exaggerative (85% of the film is people sitting around doing nothing though) but the only piece of action that really works is them dragging the safe through the streets and even that is no where near Ghost Protocol level
