GTA stole heavily from 90's gangster movies from GTA3 to GTA4, even using some of the same actors.

 

Recycling that content back to movies creates a human centipede situation.

 

Also they make a billion every year. An R rated GTA movie would probably make 300m WW at best. So the licensing would probably be worth 75m at the most. That's birdseed to Rockstar. No reason to potentially stain the brand for that relatively little bit of money.
