If @Factcheck is referring to this report, the 23% increase refers to overall market price averages ($9.16 in Q1 2018 versus a projected $11.23+ in Q4 2022).

 

(Not necessarily the specific average for Panther 1 or Panther 2, which had/have higher-than-market averages due to premium screens, but the base % increase gives some idea for estimation purposes.)
