Simple. By not telling a big picture story they'd have to be involved in, in some capacity.

I’d reckon for a Star Wars tv show you’d want some Jedi and Sith elements at some point.  And there’s not much of a way to get that unless you involve Snoke or Luke

Mind this IS a rumor, and crouched heavily as such.  But it does make a fair amount of sense.  Mandalore has lots of juicy arcs that could be explored in a TV series.  Familiar enough to entice a fair amount of fans, different enough so it's not Jedi v Sith/Rebels v Empire part 5489.

They have been talking about live action SW series since circa 2000, .The idea pretty much was in deep freeze,but Disney has revived it.

You have to wonder how many of these "rumors" are really test Ballons sent up by Disney to see how various ideas play.

Lucas apparently had written or commissioned 50 episodes in the 2000s before the project was shelved.

Haven't been this excited for a Star Wars project since TFA.

Also the armour looks alot like the proposed armour Boba Fett was gonna have in Star Wars 1313 which also was originally supposed to be linked with Lucas' live action Star Wars tv show. While the time periods are totally different I can definitely imagine Favreau taking some inspiration from those ideas.
