NOT starting anything but that describes many, maybe even most, superhero/franchise tentpole films of the last ten years. The 3rd act is almost always giant action set piece. Except in the brilliant THE DARK KNIGHT of course.

No way they're underinvesting in this one. It is what it is. If SL is the foundation for their future DCU, the budget is going to receive less attention than usual. The final product HAS to hit.

Just reign in the story to be more personal and intermit so naturally needing less CGI heavy scenes. Don't overpay actors and keep run time close to 2 hours. Not impossible.

Yeah, and most of them suck. I don't like most of these movies lol. This one just somehow had even worse CGI than the others. Usually they have Playstation 2 graphics, this had original Playstation graphics.

It needs action, scale, and spectacle. It just needs to done the right way ala The Dark Knight Rises.

200m is an easy greenlight for a superman movie directed by one of the most successful comic book directors alive, if that movie can't crack $500m then WB just needs to hang it up with DC movies
