Before we light pitchforks and torches, Garner is playing Shalla-Bal, a different and seperate iteration of Silver Surfer. It's likely an alternate universe and even then who cares, there's multiple Silver Surfers in the comics.

Good on them. Considering that the film is rumoured to be set in a alternate universe it makes sense to use an alternate version of the sliver surfer

She's not the main Silver Surfer though. And fans have been waiting to see that character done justice on the big screen for some time now. Granted, we don't know what her role is in this but I wouldn't put it past them to just skip over the Norrin Radd Silver Surfer all together.
