Surprised because it was supposed to be the first one. It's because of Black Widow, most likely. Rumor is that what happens in BW ties into the series, so you can't have it come first. I know that they also had a bit of filming to go, but I think the BW thing is the main hold up. Falcon and Winter Solider had some production delays even before the pandemic due to the earthquakes in Puerto Rico earlier this year.
