2) apparently foreign films aren't important, nor are documentaries and shorts. I guess just acting, maybe directing, and I guess best picture are "important".

What I always find refreshing about the foreign film winners WB is they almost all can speak English. How many of the white nominees tonight can say they can speak any other language period?
