I think the true budget is >$100M+. Especially since this has been in development hell for years. The first budget released is usually not true.

All studios totally fudge with budgets. So that goes for all movies. 

But as a general rule we only have the official budgets to compare with movie to movie..

Its like doping in cycling. Everybody does it legal or not. But its comperable
