I'm pretty sure "not scary enough" is nothing more than PR Jedi mind tricks in order to avoid the issue the movie might not be good.

"Not good" could just mean bad test screenings though, and bad test screenings don't equate to a movie being bad.  I'm sure a film like Blade Runner 2049 would have bad test screenings
