Yeah, so he could have conceivably been referring to a different project altogether.

Though Feige sort of shot himself In the foot with the Skrull Invasion line with how the Skrulls were treated in "Captain Marvel". I am sure a way around that will  be found, but Feige made it more difficult.

If Endgame is the truly massive hit it look like being, then the Russos will be the hottest  writer/director team in Hollywood, and they can pretty much get any dream project they have green lighted; they are going to take advantage of that.

Plus, Joe Russo clarified that the PC project he was talking about was a Russo Bros. project and not necessarily MCU.

not necessarily, as certain things were said in CM that would make it possible too. Plus, it could be a next generation thing as there are a lot of years between those timeline-wise. There are even possibilities for CM 2 laying the groundwork too, incl for things happening shortly before GotG 1 and later events.

As of right now nothing for either them or Markus and McFeely.  And both duos have formed their own development/production companies within the past couple of years.  Everyone talks about the trinity of RDJ-Evans-Hemsworth moving on but those four are at least just as much if not more of a loss to Marvel should they decide to pursue other projects for the foreseeable future.

It's certainly feasible that the group of Skrull refugees led by Talos were not the only Skrulls left. There could be a separate faction of Skrulls elsewhere.
