Yeah but Rocky and Apollo Creed were heavyweights.

 

Adonis Creed was a light heavyweight. Which would mean for this movie they'd have to have the character go up in weight classes.

Creed 2 isn't WB, it's MGM. They are probably distributing themselves domestic with their new Annapurna partnership. Not sure if WB is handling OS, they probably are.
