So.....

Indy Directors that Marvel picks up are often incompetent in the Visual Effects Department and lack imagination. 

Often times, they don't know what they want and ask for lots of changes throughout the process.

Very frequently, they also change third acts 1 month before release

Also, there's no director of photography actually doing their jobs.   

 

This explains Phase 4
