Highly doubtful. The general audience just really love Illumination animated features...I would say unconditionally, unlike Pixar movies. While I agree that it wasn't begging to happen and Pixar did a good job of it, I think the basic concept of finding out what happened to Dory is a pretty obvious one. It'd be interesting to see, I don't mind it either way, obviously even if Dory surpasses Zootopia by a little WW, Zootopia is still the more unexpected smashing hit, the ultimate success story. Nothing is a sure bet, so when it happens, it's still a monster achievement!!! Just look at IO and Pets. 2 movies that had great runs, surpassed expectations, and neither are even remotely close to reaching 1 billion. DM 2 couldn't reach the mark. It's still a BIG deal!!
