I must admit that I didn't understood Hell or High Water very much if at all.

Spoiler

A multi millionaire goes out of is way to get some revenge at the bank with a very dangerous and elaborated plan (that put in danger is millions of dollars that seem well needed for is people that he seem to really care about). The bank that made sure is mother could keep her home for all her life despite all her finance problem and huge health issue. Bridges character address the issue with how little sense it made and not understanding any of it, some I imagine it is the very point of the movie, but I do not get it.

Wind River is a TV movie

Quite loved Wind River and I have seen not many (almost none) TV movie, so maybe I miss the reference but I really loved the camera, cinematography, production/location with it, felt really cinematic to me, making me disagreeing with the tv movie comment I guess.

Spoiler

There were no millionaires in the movie until the very end after the plan succeeded. It was the plan that got him the money to buy the land that made him a millionaire.

Unless I misunderstood something about what you were asking.

But :

Spoiler

From what I understood it was money to not loose the land at the end of a reverse mortgage type of deal. The very 100% certainty of owning for what sounded like 4 million worth of land if he paid a very small amount effectively made him a virtual multi-millionaire. He could have easily got a relatively small loan or sold a small/big partnership on is land to someone to get the money no ? It was not a big amount relative to the value of the land.

There's nothing new around here,
except them pumpjacks.
Each one of them
making you a month
what you and your brother stole
from all four banks combined.
Help me understand, then.
Help me understand
why four people died
so you could steal money that
it don't seem you've spent,

2 adults with a 600k a year revenues land not able to come by 40k legally !? That like getting a well equip new Honda Accord. They certainly did it for a reason (much more than needing the money, they were ultra rich), specially with stealing from the same banks gesture. But so high stake of that plan not working and removing from the childs that set for life fortune for that message ? A message they could have done after securing the land and future of the family ? Really did seem odd.
