Sounds more like time manipulation rather than time travel.

It seems like that LA will still ease restrictions until July but it won't be as fast as the rest of the state and the country (except NY). 

 

Honestly though, why the hell doesn't anyone work together in America? Like I thought California as a whole had its own plan (different to what the fedeal government seems to suggest) but it seems like certain regions inside of California have other plans.

One side say stay at home (i.e. stay inside home unless necessary action to be made) but at the same time beach, parks, book-music store, golf course are opening:
